Who pays for the Appraiser?

This house is bank owned and was inspected through buyer and approved and permits okayed by town. My question: since the bank needs the house to be appraised, who pays? this particular bank is requiring buyer to pay for the appraisal and why...when the bank and purchaser already agreed on the purchase price... appraiser still needed? and who pays for it? Thanks
