My teacher told me to write an answer on the board and i said maybe another time i have a ***** at the moment?

my cl laughed and i thought it was kinda funny cause i was just messin around but my teachers face suddenly became super red and yelled at me to get out of his cl room and now i may be suspended for 3 days cause i was "ually harrasing my teacher"...WTF??? how is that ual harrasment and i also have to write him an appollegy letter because i made a so called ual comment and distracted his cl...what a bull sh1t punishment also i have to meet with my school councelor so i know what is appropriat to say in cl and how to properly behave...is this punnishment bs or legit.
